Enhancing the Effectiveness of Sectoral Councils through the Adoption of Advanced International Experience

At the initiative of the Institute for the Development of the National Qualifications System, a seminar-training entitled “Advanced International Practices in Developing the Activities of Sector Councils” was organized for representatives of sector councils on 13 December 2025.

During the seminar-training, employees of the Institute who have been carrying out analytical and research activities based on international experience delivered presentations.

In particular, Institute specialists presented on the topics “Kazakhstan’s Experience in Improving the Activities of Sectoral Councils” and “The Turkish Qualifications System: Governance and Stakeholder Engagement,” focusing on the following issues:

  • The legal status of sectoral councils in Kazakhstan;

  • Digitalization of the system;

  • Regulation of qualifications in Turkey based on a unified national qualifications framework;

  • Accreditation of qualification assessment centers.

Throughout the seminar, participants engaged in comprehensive discussions on enhancing the governance effectiveness of sectoral councils, increasing stakeholder participation in the development of occupational standards, and formulating practical proposals and applicable approaches tailored to Uzbekistan based on the experiences of Kazakhstan and Turkey.

The seminar-training was enriched with lively debates, discussions of practical case studies, and question-and-answer sessions.

This meeting represented an important step toward enriching ongoing reforms in the national qualifications system with international best practices, further improving the effectiveness of sectoral councils, and enhancing qualification assessment mechanisms.
