A Fund for the Development of Reading Culture Will Be Established

On 15 January 2026, the Resolution of the President of the Republic of Uzbekistan No. PQ-9, titled “On Measures to Develop a Reading Culture and Increase Public Interest in Reading”, was adopted. According to the resolution, it is set as a target to increase the average number of books read per person to 10 books per year during 2026–2030.

Pursuant to the resolution, a Fund for the Development of Reading Culture will be established under the Youth Affairs Agency, and the composition of its Board of Trustees has been approved.

It is stipulated that the Fund’s resources will be allocated to finance the following activities:

  1. Providing grants to young writers through competitive selection and publishing their works, as well as supporting projects in the field of children’s literature;

  2. Identifying talented authors through competitions and creating conditions for their creative activity by paying them a monthly allowance of up to 50 times the Base Calculation Amount (BCA) for a period of up to one year;

  3. Covering 50% of the costs for preparing and publishing high-quality foreign literature translated into Uzbek and national literature translated into foreign languages, as well as 80% of copyright-related expenses;

  4. Paying incentives to members of the Board of Trustees in the amount of up to 50 times the BCA per quarter.
