According to the Resolution, the following measures shall be implemented in all ministries and government agencies:

1. By March 1, 2026, a list of recommended professional literature relevant to the respective field of activity shall be compiled;

2. Each year, at least three foreign professional publications shall be translated into Uzbek through local publishing houses, enriched with commentaries, glossaries, and examples with the participation of qualified specialists;

3. By April 1, 2026, a “Book Corner” shall be established within each institution and its subordinate organizations, and a monthly “Book Reading Hour” for employees shall be introduced;

4. An internal reading рейтинг (rating) system shall be implemented;

5. Based on a competitive selection, the employee who reads the most books shall be awarded a cash bonus equal to one month’s salary.

In addition, each school pupil and student included in the Top 100 most active readers shall receive a cash reward equal to 25 times the Basic Calculation Amount (BCA).
