International Cooperation in the Development of the National Qualifications System

In Uzbekistan, significant steps are being taken to develop the National Qualifications System, ensure the quality of education, establish effective integration between the labor market and the education system, and expand opportunities for lifelong learning and continuous professional activity for all. To this end, another seminar-training was organized in cooperation between the Institute for the Development of the National Qualifications System and UNESCO, held from September 23 to 26, 2025.

The event was attended by the Institute’s staff, representatives of sectoral councils, and qualified specialists in the field. The meeting was conducted within the framework of the Concept and the “Road Map” for the development of the National Qualifications System of the Republic of Uzbekistan until 2030. International experts Olav Aarna and Jean-Marc Castejon participated in the seminar with their presentations.

In particular, they presented a number of practical recommendations for participants based on the models applied in Estonia and France, illustrating the criteria used in defining qualification standards and learning outcomes. In addition, during the seminar-training, sector specialists exchanged views on regulating labor relations based on a new generation of occupational standards, improving higher and vocational education curricula, elevating the personnel training system to a qualitatively new level, ensuring the international recognition of qualifications, and integrating national qualification levels with those of advanced foreign countries.
