Discussion of the Recognition of Prior Learning (RPL) Concept in Uzbekistan

Consistent measures are being implemented in Uzbekistan to ensure the close integration of education and the labor market, develop human capital, and establish a system for assessing qualifications in accordance with international standards.

To this end, based on Presidential Resolution No. PQ-345 of the Republic of Uzbekistan “On Measures to Further Improve the National Qualifications System of the Republic of Uzbekistan,” the system for the recognition of non-formal and informal skills and qualifications (Recognition of Prior Learning — RPL) has been identified as one of the priority areas of reform within the national qualifications system.

In order to accelerate practical efforts in this direction, a seminar-training was organized from October 7 to 10, 2025, in cooperation between the Institute for the Development of the National Qualifications System and UNESCO, within the framework of the “Concept for the Introduction of Mechanisms for the Recognition of Non-formal and Informal Skills and Qualifications (RPL) in Uzbekistan.”

The event was attended by international expert Michel Aribaud, specialists from various sectors, ministries and agencies, as well as members of the working group. During the meeting, a five-stage RPL model developed on the basis of advanced international experience was discussed, and specific tasks for its implementation within Uzbekistan’s national qualifications system were agreed upon.

In the course of the discussions, issues related to creating the legal, organizational, and methodological foundations for the phased implementation of the RPL system were thoroughly examined. These included the accreditation of assessment centers, training of assessment experts, and the improvement of monitoring and validation processes.

At the conclusion of the seminar, the subsequent phases of the project and the implementation roadmap were approved by the Steering Committee.

This initiative serves to further enhance the National Qualifications System and expand opportunities for lifelong learning and continuous professional development for all.
