Regional Seminar in Turin on Developing Occupational Standards for Central Asian Countries

Today, the city of Turin has become an important platform for dialogue and cooperation for the countries of Central Asia. Within the framework of the European Union’s “DARYA” project, a regional seminar-training aimed at improving the professional qualifications system, scheduled to be held on December 2–4, 2025, is currently underway.

The event brings together major employers, education sector specialists, and international experts, who are engaging in substantive discussions and exchanging practical experience.
The delegation of Uzbekistan, including responsible representatives of the Institute for the Development of the National Qualifications System and sectoral councils, is actively participating in all sessions of the seminar.

On the first day of the seminar, the results of a pilot project on the development of regional occupational standards implemented by Central Asian countries were presented. Within the framework of the project, occupational profiles (standards) were developed in the following priority areas:

  • Tourism;

  • Construction;

  • Transport and logistics.

These standards are expected to serve in the future as the basis for forming a unified system of qualification requirements for all Central Asian countries. This approach creates opportunities to improve national occupational standards, align educational programs with occupational standards, and compare qualifications at the regional level.

During the meeting, important information was also presented on ensuring compatibility with the ESCO (European Skills, Competences and Occupations) system developed by the European Commission, processes of inter-qualification integration, and the development of common competency maps across occupational fields.

Studying the Experience of Italy and France

Participants of the seminar are gaining in-depth insight into the mechanisms for developing, approving, and implementing occupational and qualification standards in Italy and France. Members of the delegation are also visiting vocational education centers and regional training institutions in the Piedmont region, where they are directly familiarizing themselves with educational and practical training processes.

A New Stage of Regional Cooperation

This seminar, organized within the framework of the “DARYA” project, is expected to further strengthen cooperation among Central Asian countries in the following areas:

  • harmonizing systems for the recognition of qualifications;

  • developing modern competencies aligned with labor market needs;

  • exchanging experience;

  • increasing regional labor mobility.

The project is recognized not only as an initiative to modernize the professional qualifications system, but also as an important regional platform that directly contributes to the economic stability of Central Asian countries, employment promotion, and the enhancement of human resource potential.
